Upstream version 4.20.0

      Fix authors names and format, drop wrong Homepage field (which has no point as a duplicate from d/control anyway)
      Fix various typos, add myself to Copyright
      There is C code inside the source so this is architecture any, add myself as Uploader
      Add unit test but realise that we are quite away from testing since four packages are missing.  One of them is r-cran-locfit which is not clear whether we can distribute at all
      Moved packaging from SVN to Git
      New upstream version 4.20.0
