Update symbols file, drop all ZSTDMT_ symbols, add ZDICT_getDictHeaderSize

It appears that no rdeps of libzstd1 use removed ZSTDMT_ symbols
Also remove renamed ZSTD_CCtxParam_getParameter and ZSTD_CCtxParam_setParameter
since no rdeps use them
