commented out build time test  :(

The hack with the setup.py develop target does not seem to work
anymore.  I had to disable it, otherwise I get errors inviting me
to set the environment variable QIIMETEST, which is obviously set.

Testing is delayed to autopkgtest, but that step does not test for
both python3 versions installed on the system, only the default
one.  In the meantime, I left a FIXME message, so that lintian can
issue a notice about it.
