d/libhts3t64.lintian-overrides: soname mismatch.

The mismatch is introduced by the 64-time time_t migration, and the
change of package name from libhts3 to libhts3t64, while the file
name of the library itself remains untouched.  This commit restores
a hunk that went missing when porting the initial debdiff to htslib
1.19.
