gcc-15.patch: new: fix ftbfs with gcc-15.

d/control: approach cross-buildability.

This change introduces perl-xs-dev and libcrypt-dev to build
dependencies, the latter being needed soon once out of the essential
set.  In addition, some <!nocheck> filtering is implemented and the
perl interpreter is requested for the native architecture.
