Fix FTBFS: relax over-strict seq check_settings (Closes FTBFS in make utest)
BART 1.0.01's check_settings rejected every configuration whose pe_mode
was not SEQ_PEMODE_TURN (plus several other hard-coded restrictions).
Since the default config uses SEQ_PEMODE_RAGA this made it impossible to
generate RAGA-spokes sequences and broke the unit tests test_raga_spokes,
test_raga_spokes_full, test_block_minv_init_delay and
test_block_minv_multislice, so 'make utest' failed and the binary package
could not be built.
Relax check_settings to keep only the meaningful checks (phase-encode
dimension, maximum slice count, RAGA spokes restrictions), matching the
fix applied upstream.

+Subject: Relax seq check_settings for RAGA / default configurations
+
+The seq_block check_settings function in BART 1.0.01 rejected any
+configuration whose pe_mode was not SEQ_PEMODE_TURN, together with a
+number of other hard-coded restrictions (encoding, turns, echoes,
+spoiling, 3D, non-sequential multislice). This made it impossible to
+generate RAGA-spokes sequences and broke the corresponding unit tests
+(utests/test_flash.c: test_raga_spokes, test_raga_spokes_full;
+utests/test_seq.c: test_block_minv_init_delay, test_block_minv_multislice),
+so 'make utest' failed and the binary package could not be built.
+
+Keep only the checks that are actually meaningful for the sequence
+generation (phase-encode dimension, maximum number of slices, and the
+RAGA spokes restrictions for non-binary contexts), matching the fix
+applied upstream.
