Link with OpenBabel and FFTW, change license to GPL-2.

* debian/control (Build-Depends): Add libbftw3-dev and libopenbabel-dev
  (for conversion between the different formats).
* debian/rules (override_dh_auto_configure): Pass -DBALL_LICENSE=GPL.
* debian/copyright: Add general comment that the license of the package
  that Debian distributes is GPL-2 due to linking with OpenBabel/FFTW.
