d/rules: Skip stress tests when nproc is 1.

The stress tests are not really meant to be executed on machines with
a single CPU, so I asked upstream about this:

https://github.com/max0x7ba/atomic_queue/issues/111

and they proposed to use BOOST_TEST_RUN_FILTERS for this.

d/salsa-ci.yml: Disable redundant/duplicate jobs.

Jobs BUILD_PACKAGE_ALL and BUILD_PACKAGE_ANY are duplicate/redundant,
because all binary packages have the same type, in this case "Architecture: any".
