d/t/run-unit-test: Avoid nominal xtract input ambiguity (#1144817)

... when overall standard input comes from a pipe or socket (as in
Debian's new Incus test beds) by hooking xtract's stdin up
to /dev/null.

Remove Priority field (cme).

cme (or routine-update?) also tries to bump debhelper-compat from 13
to 14, breaking dh_golang (which generally doesn't much care for
upstream's idiosyncratic layout); leave that change out.
