[Debian-med-packaging] Bug#444343: Bug#444343: mummer: needs build dependency on libc headers and C++ compiler

Hi Nelson,

It needs g++ to build.  If you don't have it installed, it doesn't 
build.  Thus, there should be a build dependency on it like there 
already is for texlive-latex-base, texlive-latex-recommended, 
texlive-fonts-recommended.  A console log is attached demonstrating a 
build that fails, then an install of the g++ package, followed by a 
build that succeeds.

Thanks for taking the time to package up mummer, the package is very 
useful to us here at SGN.
