Maybe Build-Depending on linux-libc-dev (that provides linux/user.h)
would solve the problem ?
By the way, libinsighttoolkit3-dev replaces libinsighttoolkit-dev but
does not provide it. If not, then the other packages should depend on
libinsighttoolkit3-dev insead of libinsighttoolkit-dev otherwise the
dependancy will not be satisfied.
