Salut Raphaël,

the patch that makes emboss incompatible with the format 3.0 (quilt) is in
context format, which is very close to unified format and is accepted by a very
broad range of software, including dpkg-dev once the routine that discards
non-unified patches is desactivated. On the discussion that took place on the
debian-devel mailing list, Russ Albery and Pierre Habouzit supported my opinion
that there is no reason for dpkg-dev to reject patches in context format.

I therefore reassign the bug to dpkg-dev and hope that you will disable the
format checks and leave the decision of which format to use to the maintainers
or the Policy.
