That's not clear to me.  There was a vague claim that the cswig-based
numpy code was not as robust as the WrapITK-based numpy code.
However, it may still be true that the former is still acceptable.

Switching the wrapping scheme changes the API, at least in the python
case (not sure whether tcl is similarly affected).  Making this switch
breaks a lot (perhaps all?) existing code that Debian users may have.
Therefore, I'm somewhat reluctant to switch before upstream makes the
switch.

On the other hand, I'm certainly willling to switch if the user base
prefers to use WrapITK.
