OK, this can be done.  Just for completeness:  It is

   svn://svn.debian.org/svn/blends/blends/trunk/webtools/new_upstream

which is a wrapper for

   svn://svn.debian.org/svn/blends/blends/trunk/webtools/new_upstream.py

You can call it the same way as it is described here:

   http://blends.alioth.debian.org/blends/ap-DevelDescription.en.html#s-webpagecreation

Just replace tasks.py by new_upstream.  It needs some documentation
because the configuration in webconf has an option to override the
mailing list address (to send it to you in private for instance).

BTW, there is some 24h delay after an upload because the UDD needs to be
updated regarding the package itself and the DEHS info needs to be
updated afterwards.  Probably this should be mentioned in the mail as
well.
