[Debian-med-packaging] Bug#571673: Bug#571673: upstream pvrg-jpeg-etb.patch seems to differ from debian's

The patch has been split into 4 :

 jpeg.1.patch  lexer.l.patch  marker_o_rdwr.patch  and  pvrg-jpeg-etb.patch

This was easier for me to maintain.

Let me know if this is a debian policy violation, or what os needed to
make this clear.
