[Debian-med-packaging] IGV dependencies

IGV has a lot of dependencies, and the list follows. Many of these
dependencies are already in Debian; many others are not. Where the
dependency is satisfied, I've given the Debian package name. Where
it's not satisfied, I've given the upstream URL.
