[Debian-med-packaging] Picard license

Hi,

Currently there are five files in Picard whose license is "All rights
are reserved":
src/java/net/sf/samtools/apps/TimeChannel.java
src/java/net/sf/samtools/apps/TimeRandomAccessFile.java
src/java/net/sf/samtools/FixBAMFile.java
src/scripts/explain_sam_flags.py
src/scripts/release_picard.sh

Would you consider licensing these files under the same license as the
rest of Picard, namely the MIT license, which begins
Permission is hereby granted, free of charge, to any person obtaining a copy

I'd like to package Picard for Debian, but the "All rights are
reserved" license does not permit Debian to redistribute these five
files.
