[Debian-med-packaging] Bug#587184: libinsighttoolkit3.18: please avoid building twice while generating binary packages

I've been waiting for a build to complete for few hours... and then mentioned
that percentages started to grow again from 0%...
looking at the build logs, e.g.:

I might be wrong, but it seems that cmake upon call in build, doesn't include
-msse2 option to compiler while upon subsequent call (while installing) it
rebuilds everything with -msse2. May be there is some other differences as
well... taking into account that building of ITK packages takes on some
architectures now more than 8!!! days:

I consider this issue of some importance ;)
