[Debian-med-packaging] Moved via and lipsia packages to debian-med (git)

Hi,

as promised decades ago (at least feels like it), I moved two packages
(in git) under Debian-med's alioth project. I hope I managed to get
things done properly. If anyone finds the time to check I'd be glad for
feedback.
