I learned this the hard way and noticed in the second problematic
package (njplot):

   DEB_OPT_FLAG is deprecated and just does nothing any more
   without proper warning (at least not that I realised)!

In njplot I just used s/DEB_OPT_FLAG/CFLAGS/ and got it working -
perhaps this would have been a proper solution for epcr as well.  It
does not really matter any more for epcr - but we should be aware of
problems like this in other cases.
