There is an established mechanism to install manpages via dh_installman.
To use this the correct way instead of your mv statement would be to
add a file

   debian/gbrowse.manpages

with the content

debian/gbrowse/man/*

(untested!!)  Please use this instead of the manual moves because
dh_installman does some other clever things under the hood (in several
cases at least).
