[Debian-med-packaging] Bug#632747: libgdcm-cil, libvtkgdcm-cil: use cli helpers to determine dependencies

the package gdcm does not use the cli helper dh_makeclideps and
dh_clideps. So the substvar cli:Depends of libgdcm-cil and
libvtkgdcm-cil are not populated and the packages do not have any cli
dependencies.
