[Debian-med-packaging] cufflinks package missing header file

Hello ,

trying to make a package for cufflinks I realized that it uses sam.h 
file from source of another package - samtools and sam.h isn't available 
in any binary package .
Can I for example keep sam.h in the debian directory and have in 
debian/rules directives to include the file in the build process ?
sam.h has the MIT license .

Any other ideas ?
