We've now switched to WrapITK, and the python wrappers are /mostly/
building successfully.  In ITK 3.20.0, ITK_USE_PYTHON_NUMARRAY is only
found in Wrapping/CSwig/CMakeLists.txt.

So is this bug now obsolete?  Or is there an equivalent Numarray
features to turn on for WrapITK?
