These look like valuable improvements. I have some questions:
1. Why not build as RelWithDebInfo for all architectures?
2. What does this have to do with LP: #641126?
3. Does this fix this bug report of excessive build time? Is using -O2 enough to fix this?

I couldn't find NDEBUG in Policy. What clause is violated?
