Please consider an additional libzreg-dev package as usual for libraries
in Debian.  I'd recommend d-shlibs to build those packages (you will find
examples using this in Debian-Med SVN repository).

As a personl preference I do not see any need for cdbs in your packaging
but rather would recommend short dh rules file.

Feel free to ask for further advise here (but answers by me personally
will be delayed until next Tuesday because I'm on vacation).
