I'd prefer keeping EMBOSS in main and sorting out what parts might
*really* need the non-free licensed data.  I think it might make sense
to wait for the answer to your mail to the copyright owners what
solution might be the most reasonable.  I could imagine to use the
Debian Med sprint to work on this issue.
