This bug is here to document itk 3.x to 4.x transition. So two things:
- 4.0.0 is out is should be packaged
- however API (yes API) is still subject to change until June 2012 as
per documentation:
http://www.itk.org/Wiki/ITK_Release_4/ReleaseSchedules#API_Freeze

So in summary:
3.x is not API compatible with 4.0.0
4.0.0 will not be API compatible with 4.x
