Charles has recently started the DEP12 effort about debian/upstream
files.  The meaning of those fields inside is not yet finally decided
about and I personally only fill in the information which is actually
used by the tools I'm aware of.  That's currently only "Reference".

However, as far as I have understood debian/upstream files are
reflecting *upstream* information and here the name would be "seg".
Because it is not really clear it might be sensible to leave out this
field at all.  IMHO it is redundant anyway because debian/copyright just
has Upstream-Name which makes things more clear (but that should be
discussed at another place).
