Justification: fails to build from source (but built successfully in the past)

The latest BLAST+ release fails to build on the Hurd because upstream
build-system streamlining wound up harcoding a path to touch that
doesn't exist everywhere (though it is present on all of NCBI's
Unixlike systems).  The next release will include a fix, detailed at
http://www.ncbi.nlm.nih.gov/viewvc/v1?view=rev&revision=53139; could
you please apply it?

(Within Debian, the failures are Hurd-specific because the Hurd
historically dispensed with a separate /usr, so coreutils makes touch
available only in /bin there, rather than also in /usr/bin.)
