[Debian-med-packaging] Packaging SGA (Was: [SCM] sga branch, debian, created. v0.9.4-688-g1460950)

Hi Michael,

thanks for your next shot at a Debian package.  I was stumbling upon it
and did a small change (enabled Vcs fields because these are effectively
used in Debian Med tools to create the so called tasks pages of our web
sentinel[1]).

When browsing quickly about the control file I noticed that you are
explicitely refering to the publication URL.  We try to avoid this and
exclusively are using debian/upstream files (thanks for creating this as
well!)  Please decide yourself if this link is really so important that
there is no way to just cope with a summary from the abstract.
