[Debian-med-packaging] Bug#694044: ugene: Source contains non-free components

Hi,

the ugene source code contains two non-free plugins namely phylip
(packaged in non-free) and psipred (prepared by Debian Med team in
SVN[1]).  The issue was reported upstream and is tracked there at

The discussion about a solution is done in bug #693655 starting
