Yes, though I presume you meant to report this bug against 2.2.27-1, not
2.2.26-3, in which the BLAST+ seedtop is a script (ultimately calling
blastn or blastp as appropriate) that ncbi-blast+-legacy ships in
/usr/share/ncbi-blast+/bin.  Thanks for pointing out that it wound up
becoming a separate binary and creating an effective conflict; we'll look
into the matter.
