If it were me doing the work, I would likely have chosen the lazy option #2 
because as you say it is dead upstream and hopefully debian packages are 
moving towards ITK v4.  Additionally, it is IMHO the better tested option 
since it is more likely to be used by folks building ITK themselves from 
source.

But you have done the work of making a patch, so I'm certainly not opposed to 
using it.

I haven't got the free time to evaluate the patch myself.  But you noted that 
it is a partial application of just one upstream change, so the natural 
question is whether there are any more upstream change sets related to TIFF 
that need to be considered.

Hopefully someone else can chip in with a patch review.
