[Debian-med-packaging] Bug#700723: missing built itkTestDriver

Approached building one perspective packages, configuration failed due to

 CMake Error at /usr/lib/cmake/ITK-4.3/ITKTargets-release.cmake:773 (MESSAGE):
   The imported target "itkTestDriver" references the file
                                                          
      "/usr/bin/itkTestDriver"                            

   but this file does not exist.  Possible reasons include:

   * The file was deleted, renamed, or moved to another location.

   * An install or uninstall procedure did not complete successfully.

   * The installation package was faulty and contained
                                                      
      "/usr/lib/cmake/ITK-4.3/ITKTargets-release.cmake"

   but not all the files it references.

Looking at the log I have for building 4.2 -- it is built and installed under
usr/bin but none of the packages seems to install it... the same seems to be
the case as well for 3.20:

I guess it would be worth shipping it in -dev package?
ideally in 3.20 packages as well
