[Debian-med-packaging] Bug#701802: Please enable ICONV support

Thanks for reporting this issue, but it is a known issue  that is already 
listed in the (still internal) DCMTK bug tracker as Feature #368.

PS: I'm one of the main DCMTK developers and also the person who added
