[Debian-med-packaging] Bug#694908: Redistribution of OBO Relation Ontology inside EMBOSS suite packaged for Debian

Note the note at the top of the web page - OBO_REL is deprecated.

The new relation ontology is here:

• Creative Commons 3.0 BY

If you need to distribute the legacy one by all means do it, it should be CC 3.0 BY like most of the OBO ontologies.
