No. This patch is there because the jquery that is  bundled with Doxygen
differs from the one in the libjs-jquery package, and last time I
checked (i.e. right now) the Doxygen output using the  js-jquery package
and  treeview enabled doesn't  work properly. 

Actually, I did some digging and it seems depending on the enabled
features,  Doxygen is mixing various jquery libraries into one
jquery.js, which means the  libjs-jquery will never be able to
completely replace the Doxygen provided one.
