[Debian-med-packaging] Proposed changes to group policy web page

Hi Laszlo,

just commit your proposed change.  I have a very *personal* opinion
about this anonscm humbug which gives lintian a handle to bother us with
stuff that's IMHO work for no profit at all but recent problems with
svn.debian.org which did not affected anonscm.debian.org (for whatever
reason) has weakened my resistance against this (and I simply refuse
to spend time into discussing this).  It might be that I simply failed
in seeing the point of this anonscm.d.o naming.
