[Debian-med-packaging] Bug#713219: [arb] please add 4.8.1 to ALLOWED_GCC_VERSIONS (Ubuntu)

Hi Maintainer

Please consider adding 4.8.1 to ALLOWED_GCC_VERSIONS in Makefile.  This
will prevent arb 5.5-1 FTBFS in Ubuntu Saucy.

Additionally, adding 4.6.3 and 4.7.3 will facilitate backporting to Ubuntu
Raring, Quantal and Precise.

I have tested that arb 5.5-1 builds for all four Ubuntu releases mentioned
above on the PPA builders with only the additional ALLOWED_GCC_VERSIONS.
