Hi,

Policy 8.2 is there to ensure multiple versions of the library can be installed
in parallel. However that's not possible with a strict dependency on the -data
package.

As described in 8.2, you should install the data files to /usr/share/<package>,
i.e. /usr/share/libdcmtk2. This path also changes with each soname change.
