[Debian-med-packaging] Bug#710205: marked as done (njplot: please retire explicit lesstif2-dev build-dep)

I left njplot's build dependencies open ended to ease any possible
backporting, resulting in accidental builds against older libvibrant-dev
versions on some architectures (armel, armhf, and sparc so far).  I'll
request binNMUs once ncbi-tools6 has been built everywhere.
