But the required lib is in unstable:

$ apt-cache policy emboss-lib
emboss-lib:
  Installiert:           6.4.0-4+b1
  Installationskandidat: 6.4.0-4+b1
  Versionstabelle:
     6.6.0-1 0
         50 http://http.debian.net/debian/ unstable/main amd64 Packages
 *** 6.4.0-4+b1 0

I just have uploaded embassy-* packages *after* emboss 6.6.0 was uploaded.

So IMHO the bug report is simply wrong.
