When it's hard-coded to a version that's not in unstable, then that
would seem clear.

It's also somewhat add that:

Build-Depends: debhelper (>= 9),
               autotools-dev,
               libxaw7-dev,
               emboss-lib (>= 6.6.0-1~),
               emboss-lib (<< 6.6.1~),

but

Depends: ${shlibs:Depends},
         ${misc:Depends},
         emboss-lib (>= 6.4.0-1~),
         emboss-lib (<< 6.4.1~)
