Howdy maintainers,

RCurl/src/curl_base64.c references the Expat license, which isn't in your copyright.

Please document this and reupload.

There's also no info about RCurl/data/mimeTypeExtensions.rda, and if this is
being generated off some MIMEType table. Where's the script for that?

It'd be nice to get this documented as well.
