Builds of libfreecontact-perl in minimal environments (as on the
autobuilders) have been failing:

/usr/include/freecontact.h:20:28: fatal error: boost/format.hpp: No such file or directory

This is ultimately a bug in libfreecontact0-dev, which should depend
on any non-build-essential packages that supply headers its headers
include.

Could you please take a look?
