I agree, these are standard programs in the field, and if they can not switch
to seqan 1.3, there is not much we can do appart from accepting the code
duplication with sequan 1.4.

In that sense, if introducing a 1.3 package does not work or is too much work,
we can also simply keep the convenience copy from the original upstream source.
