[Debian-med-packaging] Sponsoring request: pymia (packaging bugfix)

Dear all, 

I've prepared a new version of the package pymia to fix the FTBFS 
bug #733870. In addition, I added the  upstream-signing-key.pgp to
silence the new lintian pedantic warning. 

The changelog reads: 

 * change build dependencies to python*-all-dev to build when more than 
   one python implementation is available. (Closes: #733870)

 * add check cryptographic signature in watch file.
