[Debian-med-packaging] Bug#735453: libsbml5-ruby1.8: build-depend on default ruby/comply with Ruby policy

Hi Cédric,
thanks for your work on simplifying Ruby policy. I admit I have no idea
about Ruby and I could imagine that providing a patch would be applied
quite quickly - otherwise a fix might need some time.
