My bad, I got irritated by the parallel build. The failing command seems
to be

/usr/bin/cmake -E cmake_progress_report /«PKGBUILDDIR»/BUILD/CMakeFiles 

Seems like something is wrong with the generated
Wrapping/Modules/ITKCommon/gcc_xml.inc
